During the installation of Windows Vista, you may receive the following error:

"Enterprise manager configuration failed due to the following error. Listener is not up. Start the listener and run EM configuration assistant again....."


One solution for the problem is disabling UAC (User Acount Control ) from Control Panel->Users for the user which you are using for Oracle.
